Commentators are rushing to declare that the conviction of the high-profile politician strikes a definitive blow against a historic culture that systematically ignored women. It makes for an uplifting narrative—a powerful establishment figure brought down by the courage of two survivors who refused to stay silent. It is a classic tale of accountability, institutional redemption, and the ultimate triumph of justice over entrenched privilege.
It is also fundamentally wrong.
To view the Donaldson verdict as a systemic turning point is to fundamentally misinterpret how power operates within institutions. A courtroom victory against an individual—no matter how prominent—does not automatically dismantle a culture of silence. In fact, celebrating a single high-profile conviction as a structural victory often achieves the exact opposite. It creates an illusion of progress that allows institutions to avoid doing the hard, structural work required to prevent abuse in the first place.
The Illusion of Institutional Redemption
I have seen institutions across both the corporate and political spheres blow millions on public relations and internal reviews following a major scandal. The playbook is always identical. A bad actor is identified, exposed, and excised from the organization. The leadership then issues a statement claiming that the organization has turned a corner, that lessons have been learned, and that a new era of transparency has begun.
This is a structural sleight of hand.
By framing systemic failure as the product of an isolated "bad apple," institutions successfully deflect scrutiny away from the environment that enabled the behavior to persist for decades. In the case of Donaldson, the offenses spanned from 1985 to 2008. For twenty-three years, the abuse continued while the perpetrator ascended to the absolute pinnacle of political power, operating as a key architect of unionist politics and a major player in Westminster.
The question we should be asking is not how he was convicted in 2026, but how he remained protected, unexamined, and highly influential for over three decades.
When a culture fails to hear victims, it is rarely because the institution lacks the specific mechanism to process complaints. It is because the institution has a powerful, vested interest in maintaining the status quo. In political and corporate hierarchies, protecting a high-performing or highly influential leader is routinely prioritized over addressing internal risks. The conviction of one individual does nothing to alter that underlying incentive structure.
The Problem With Relying on Courtroom Heroics
The prevailing narrative surrounding the trial heavily emphasizes the heroism of the survivors. They are described as heroes who stepped forward, endured a brutal cross-examination, and stood firm against a barrage of denials. While their resilience is undeniable, relying on individual heroism as the primary mechanism for institutional accountability is a deeply flawed strategy.
Relying on survivors to break through a culture of silence places the entire burden of systemic reform on the individuals who have already been harmed. It assumes that justice is accessible to anyone with sufficient courage.
In reality, the legal system is an adversarial arena that is inherently weighted against historical disclosures. In this specific trial, the defence routinely pointed to the absence of forensic or medical evidence, arguing that the passage of decades rendered the testimonies unreliable. The defence explicitly warned the jury not to be swept along by emotion, framing the case as a matter of "their word against his word."
The fact that a jury found the complainants credible in this instance does not mean the systemic barriers to justice have been lowered. For every historical case that reaches a conviction, dozens more never make it to a courtroom because the high threshold of legal proof, the emotional toll of the process, and the fear of professional or social retaliation remain entirely intact.
Dismantling the Premise of Institutional Progress
We need to address the common questions that invariably arise in the wake of such a high-profile conviction. The standard inquiry usually centers on whether this verdict will encourage more victims to come forward.
This is the wrong question entirely.
The correct question is: Why are institutions still structured in a way that requires victims to wait decades before they feel safe enough to speak out?
To understand the mechanics of institutional silence, consider a parallel scenario in the corporate world. When a senior executive faces allegations of misconduct, the immediate institutional response is rarely to seek absolute truth. The immediate response is risk management. The institution looks to protect its brand, its revenue streams, and its political capital. If the executive is deemed too valuable to lose, the allegations are minimized, swept under the carpet, or managed through non-disclosure agreements.
This is not a failure of the system; it is the system operating exactly as intended to protect power.
In the Donaldson case, the prosecution noted that the memories of the abuse had been kept locked away for decades until specific turning points in adulthood prompted the decision to go to the police. The institutional environment of the past did not fail to hear; it actively suppressed. The Limits of Individual Accountability
A major downside to focusing entirely on individual criminal accountability is that it lets the wider network of enablers off the hook. While this specific finding addresses one element of proximity, it ignores the broader, softer networks of enablement that exist around powerful figures. Powerful people do not operate in a vacuum. They are surrounded by staffers, political allies, donors, and advisors who frequently ignore warning signs, dismiss rumors, or actively protect the principal to safeguard their own proximity to power.
A criminal court is designed to determine the specific guilt of the individuals named on the indictment. It is entirely unsuited to investigating or punishing the broader culture of looking the other way. When the trial concludes and the prison sentence is handed down, the public satisfaction of seeing justice served allows the broader network of enablers to fade quietly into the background, completely untouched by the verdict.
What Actual Reform Demands
If we are serious about disrupting a culture that refuses to hear women, we must stop treating high-profile convictions as systemic victories. They are legal victories, nothing more.
True structural disruption requires a fundamental shift in how institutions manage internal power and risk.
- De-escalate the Deification of Leadership: The primary driver of institutional silence is the concentration of unchecked authority in a single individual. When an individual becomes synonymous with the survival or success of a political party or a corporation, the institution will instinctively protect them at all costs.
- Establish Independent, External Oversight: Internal complaints procedures are fundamentally compromised because the people administering them ultimately report to the leadership team. Investigation mechanisms must be entirely decoupled from the institution’s hierarchy and funding structures.
- Penalize Institutional Non-Intervention: Accountability cannot stop with the perpetrator and the immediate co-conspirator. There must be tangible legal and financial consequences for organizations that fail to act on credible internal reports or systematically suppress disclosures to protect their reputation.
Celebrating the Donaldson verdict as a blow against a culture of silence is comfortable. It allows us to believe that the system works, that the truth wins out, and that power is ultimately held to account. But comfort is the enemy of actual reform.
The verdict did not fix the culture. It merely exposed just how long a powerful man can operate within it completely undisturbed.
