Beijing understands this structural exposure completely. Equipment delivery delays, environmental permitting bottlenecks, and skilled labor shortages consistently push operational targets further out.

Contracting officers now confront an impossible choice. Enforcing the statutory ban strictly on schedule risks grounding vital military fleets due to a lack of certified components. Granting widespread waivers, conversely, signals to adversaries that statutory mandates lack teeth. Defense contractors are currently scrambling to stockpile inventory and qualify alternative suppliers in allied nations like Australia. Yet international partners face their own capacity ceilings.

The transition away from foreign critical minerals requires more than patriotic rhetoric and emergency subsidies. It demands a generation-long commitment to industrial rebuilding that survivability margins currently do not allow. Time has run out, and the gap between legislative ambition and manufacturing capacity remains dangerously wide.
